-ความหมายของการจัดการทรัพยากรธรรมชาติและสิ่งแวดล้อม

ให้เกิดความเข้าใจที่ชัดเจน เราสามารถแยกการให้คำจำกัดความได้ ดังนี้ คือ

สิ่งแวดล้อม หมายถึง สิ่งต่างๆ ที่อยู่รอบตัวเรา ทั้งสิ่งที่มีชีวิต สิ่งไม่มีชีวิต เห็นได้ด้วยตาเปล่า และไม่สามารถเห็นได้ด้วยตาเปล่า รวมทั้งสิ่งที่เกิดขึ้นโดยธรรมชาติ และสิ่งที่มนุษย์เป็นผู้สร้างขึ้น หรืออาจจะกล่าวได้ว่า สิ่งแวดล้อมจะประกอบด้วยทรัพยากรธรรมชาติ และทรัพยากรที่มนุษย์สร้างขึ้นในช่วงเวลาหนึ่ง เพื่อสนองความต้องการของมนุษย์นั่นเอง
สิ่งแวดล้อมที่เกิดขึ้นโดยธรรมชาติ ได้แก่ บรรยากาศ น้ำ ดิน แร่ธาตุ และสิ่งมีชีวิตที่อาศัยอยู่บนโลก (พืช และสัตว์) ฯลฯ
สิ่งแวดล้อมที่มนุษย์สร้างขึ้น ได้แก่ สาธารณูปการต่างๆ เช่น ถนน เขื่อนกั้นน้ำ ฯลฯ หรือระบบของสถาบันสังคมมนุษย์ ที่ดำเนินชีวิตอยู่ ฯลฯ





ทรัพยากรธรรมชาติ หมายถึง สิ่งต่างๆ (สิ่งแวดล้อม) ที่เกิดขึ้นเองตามธรรมชาติ และมนุษย์สามารถนำมาใช้ประโยชน์ได้ เช่น บรรยากาศ ดิน น้ำ ป่าไม้ ทุ่งหญ้า สัตว์ป่า แร่ธาตุ พลังงาน และกำลังแรงงานมนุษย์ เป็นต้น

โดยคำนิยามแล้ว จะเห็นได้ว่า ทรัพยากรธรรมชาติทุกประเภทนั้น จะเป็นส่วนหนึ่งของสิ่งแวดล้อม แต่สิ่งแวดล้อมทุกชนิดไม่เป็นทรัพยากรธรรมชาติทั้งหมด ซึ่งอาจกล่าวสรุปได้ว่า การที่จะจำแนกสิ่งแวดล้อมใดๆ เป็นทรัพยากรธรรมชาตินั้น มีปัจจัยที่เกี่ยวข้องหลายประการ
ประการแรก เกิดจากความต้องการของมนุษย์ที่จะนำสิ่งแวดล้อมมาใช้ให้เกิดประโยชน์กับตนเอง
ประการที่สอง การเปลี่ยนแปลงตามกาลเวลา ถ้ายังไม่นำมาใช้ก็เป็นสิ่งแวดล้อม แต่ถ้านำมาใช้ประโยชน์ได้ ก็จะกลายเป็นทรัพยากรธรรมชาติในช่วงเวลานั้นๆ
ประการที่สาม สภาพภูมิศาสตร์และความห่างไกลของสิ่งแวดล้อม ถ้าอยู่ไกลเกินไปคนอาจไม่นำมาใช้ ก็จะไม่สามารถแปรสภาพเป็นทรัพยากรธรรมชาติได้
นอกจากนี้ ทรัพยากรธรรมชาติและสิ่งแวดล้อมจะอยู่รวมกันเป็นกลุ่มคละกันไป โดยอยู่ร่วมกันอย่างมีกฎ ระบบ ข้อบังคับ ทั้งที่เกิดขึ้นเองโดยธรรมชาติ และทั้งที่มนุษย์กำหนดขึ้นมา การอยู่เป็นกลุ่มของสรรพสิ่งเหล่านี้ จะแสดงพฤติกรรมร่วมกันภายในขอบเขต และแสดงเอกลักษณ์ของกลุ่มออกมาอย่างชัดเจน กลุ่มของสรรพสิ่งเหล่านี้จะเรียกว่า ระบบนิเวศ หรือระบบสิ่งแวดล้อม นั่นเอง




จัดการ (Management) หมายถึง การดำเนินงานอย่างมีประสิทธิภาพในรูปแบบต่างๆ ทั้งด้านการจัดหา การเก็บรักษา การซ่อมแซม การใช้อย่างประหยัด และการสงวนรักษา เพื่อให้กิจกรรมที่ดำเนินการนั้น สามารถให้ผลยั่งยืนต่อมวลมนุษย์และธรรมชาติ โดยหลักการแล้ว "การจัดการ" จะต้องมีแนวทางการดำเนินงาน ขบวนการ และขั้นตอน รวมทั้งจุดประสงค์ในการดำเนินงานที่ชัดเจนแน่นอน

จากคำจำกัดความข้างต้น การจัดการทรัพยากรธรรมชาติและสิ่งแวดล้อม หมายถึง การดำเนินงานต่อทรัพยากรธรรมชาติ และสิ่งแวดล้อม อย่างมีประสิทธิภาพ ทั้งในด้านการจัดหา การเก็บรักษา การซ่อมแซม การใช้อย่างประหยัด และการสงวนรักษา เพื่อให้ทรัพยากรธรรมชาติ และสิ่งแวดล้อมนั้น สามารถเอื้ออำนวยประโยชน์แก่มวลมนุษย์ได้ใช้ตลอดไป อย่างไม่ขาดแคลน หรือมีปัญหาใดๆ หรืออาจจะหมายถึง กระบวนการจัดการ แผนงาน หรือกิจกรรมในการจัดสรร และการใช้ทรัพยากรธรรมชาติ และสิ่งแวดล้อม เพื่อสนองความต้องการในระดับต่างๆ ของมนุษย์ และเพื่อให้บรรลุเป้าหมายสูงสุดของการพัฒนาคือ เสถียรภาพทางเศรษฐกิจ สังคม และคุณภาพสิ่งแวดล้อม โดยยึดหลักการอนุรักษ์ ด้วยการใช้ทรัพยากรธรรมชาติ และสิ่งแวดล้อมอย่างฉลาด ประหยัด และก่อให้เกิดผลเสียต่อสิ่งแวดล้อมน้อยที่สุดเท่าที่จะทำได้

แต่ถ้าเราจะกำหนดว่า สิ่งแวดล้อมที่เรากล่าวกันทั่วๆ ไปนั้น เป็นเรื่องของปัญหาภาวะมลพิษ อันเนื่องมาจากการใช้ทรัพยากรธรรมชาติ หรือจากผลของความก้าวหน้าของการพัฒนาแล้ว เราก็สามารถให้คำจำกัดความแยกระหว่างการจัดการทรัพยากรธรรมชาติ และการจัดการสิ่งแวดล้อมได้ดังนี้ คือ

การจัดการทรัพยากรธรรมชาติ หมายถึง การดำเนินงานอย่างมีประสิทธิภาพต่อสิ่งที่เกิดขึ้นตามธรรมชาติ และให้ประโยชน์ต่อมนุษย์ ทั้งในด้านการจัดหา การเก็บรักษา การซ่อมแซม การใช้อย่างประหยัด รวมทั้งการสงวน เพื่อให้ทรัพยากรธรรมชาตินั้น สามารถให้ผลได้อย่างยาวนาน

การจัดการสิ่งแวดล้อม หมายถึง การดำเนินงานอย่างมีประสิทธิภาพ เพื่อทำให้สิ่งที่อยู่รอบๆ ตัวเรามีผลดีต่อคุณภาพชีวิต นั่นก็คือ จะต้องดำเนินการป้องกันไม่ให้เกิดปัญหาภาวะมลพิษ ที่จะมีผลต่อการดำรงชีวิตอยู่อย่างมีความสุข ปลอดภัย นั่นเอง




การจัดการทรัพยากรธรรมชาติ และสิ่งแวดล้อม จะต้องยึดหลักการทางอนุรักษ์วิทยา เพื่อประกอบการดำเนินงานในการจัดการดังนี้ คือ
๑) การใช้ทรัพยากรธรรมชาติและสิ่งแวดล้อมจะต้องเป็นไปอย่างสมเหตุสมผล ใช้อย่างฉลาด หรือใช้ตามความจำเป็น ไม่ใช้อย่างฟุ่มเฟือย และไม่เกิดการสูญเปล่า หรือเกิดการสูญเปล่าน้อยที่สุด
๒) การประหยัดของที่หายาก และของที่กำลังสูญพันธุ์
๓) การปรับปรุง ซ่อมแซมสิ่งที่เสื่อมโทรมให้คืนสภาพก่อนนำไปใช้ เพื่อให้ระบบสิ่งแวดล้อมดีขึ้น
